She also leads the Corporate Social Responsibility (CSR) efforts and incorporates this initiative into the existing employee programs and benefits to add value to employees, the organization and the community.


Katy has double major bachelor degrees in Management and Marketing with an emphasis in sales and customer relationship management from Florida State University.



Allison J. Richards is California Consulting’s Statewide Senior Director. Her responsibilities include overseeing client retention and business development throughout California.
Allison has experienced both sides of the grant proposal process, developed and led outreach and sales teams, managed multiple million dollar federally-funded projects, and administered defense contract proposals. She led one such team to completely revamp a stagnant $6 million annual program, from website to paperless processes, leading to a Federal Highway (FHWA) commendation.

Allison attended the University of Nevada, Reno, studying Business Administration with an emphasis on Marketing and a minor in Journalism.

He has more than 20 years of health benefits related expertise, having held several strategic senior leadership positions with different organizations. Mr. Gomez began his career in 1994 at Metlife and later held several leadership positions. In 1999, he was the founder and served as the President & CEO for a full service independent brokerage firm based in California. Mr. Gomez sold the company in 2009, and began traveling extensively and occasionally offering his services as a consultant.  Mr. Gomez is a graduate of Fresno State University where he was also a member of the Bulldog football team.



Ann Nguyen has had the privilege and opportunities to be at the forefront of key industry transforming events—to create and shape strategies, products, and services for specialty pharmacy, health IT, and oncology. Currently, she is the Oncology Solutions Director for Anthem Inc., jointly responsible for the development and implementation of oncology innovations across Anthem’s 14 Blue Cross Blue Shield plans.

Dr. Nguyen received her Bachelor of Science from the University of California, Riverside (UCR) and her Doctorate of Pharmacy from the University of Southern California (USC). She enjoys traveling and adventurous activities with her husband and twin boys.

Together is better. Debb Jachens, who works in CSEA’s Member Benefits Department, is proving it. In 2013, CSEA partnered with Kaiser Permanente’s labor-management partnership to support union members and encourage them to live healthier lives. As a result, CSEA launched a wellness champion program that promotes programs and policies for healthy eating and physical activity in all of their major conferences and meetings. Additionally, they have collaborated with Kaiser Permanente on trainings for school food service employees, so everyone could learn more about Smarter Lunchroom practices. Through trial and error, Debb helped introduced new union approaches to wellness, connecting union leaders with school district administration and Kaiser Permanente resources at every level.





Brenda Muñoz is a Consultant for Kaiser Permanente's Labor Management Partnership. She specializes in working with unions in the public sector on issues related to health benefits, including labor engagement in wellness programs. Her strengths are assessing and understanding the unique challenges of the public sector for labor and management, and finding mutually beneficial solutions that are a right fit for the union members. Brenda holds a Master of Public Policy from the University of California Berkeley and a Bachelor of Arts degree in Sociology and Women’s Studies from the University of California Santa Barbara.





As a veteran teacher in the San Leandro Unified School District Anita has served on health education committees at national, state and local levels. She developed and published health education curricula through the California Department of Education Healthy Kids Resource Center, and worked on numerous school health initiatives within the San Leandro Unified School District while teaching health education classes at both middle and high school levels. She holds teaching credentials in Health/Science, English and History. Anita is the Health Educator at SLUSD’s Barbara Lee Center for Health and Wellness. She serves on the District Employee Wellness Committee.



Over his 30 years in the industry, Schäfer has been influenced by some of the leaders in culinary history including Alain Ducasse, Paul Bocuse, Joël Robuchon, Eckart Witzigmann, and Heinz Reitbauer. He has honed his own classic contemporary cooking style with a modern twist, which is reflected throughout the menus in his current establishment, Hilton San Diego Resort & Spa, where he serves as Corporate West Coast Executive Chef and Director of Food and Beverage. In his role as Corporate West Coast Executive Chef for Noble House Hotels & Resorts he is responsible for operations and financial performance of 27 food and beverage venues at nine resorts in three states. He was named Noble House Hotels and Resorts Corporate F&B Leader of the Year 2015 Schäfer stays active through continuous professional activities including seminars.



Hired to develop a results-orientated employee wellness program by MCSIG in 1994, Neil quickly established himself as one of the early pioneers and innovators in the field.  An independent medical claims analysis in 2012 found that participants in the MCSIG wellness program had 36% lower claim costs and saved the organization 2 million dollars over the 5-year study period.  With over 20 years of experience creating “next generation” initiatives that help contain health care costs and improve health, Neil will share his unique perspective on championing employee wellness.

Dr. Robert Chu, O.D. is the co-founder and managing director at Chu Eye Institute—a regional leader in Ophthalmology services as well as Doctor of Optometry and managing director at EYEWORKS GROUP. Dr. Chu is a lecturer, author, team Optometrist/Ophthalmologist for Texas Christian University Athletics and a Committee Member of VSP Global®.



Tamar Schnepp Is the Union Engagement Leader for the Workforce Health Consulting group at Kaiser Permanente.  Tamar holds a Masters of Public Health from UC Berkeley and a BA from UC Davis. Her primary work supports unions and employers to work together for effective health and wellness strategies in work environments that include municipalities, school districts and the private sector.  Tamar has a long history working in public health and with the labor movement, including as the Education Director at the SEIU  (Service Employees International Union), CA State Council. She lives in Oakland and is a regular hiker in the East Bay Regional Parks, and a YMCA enthusiast.


Dr. John Yamamoto is the Vice President of Professional Services and is responsible for the quality assessment, professional review, dental policy, and research for Delta Dental of California and its affiliates.

Dr. Yamamoto joined Delta Dental in 2008 and assumed his current position in 2010. Prior to working at Delta Dental, Dr. Yamamoto spent seven years in private practice in Southern California followed by six years with the UCLA School of Dentistry, where he worked as both an adjunct assistant professor and as the director of the UCLA Venice Dental Center.

Dr. Yamamoto holds a Doctor of Dental Surgery degree from UCSF, a Master’s in Public Health from UCLA, and a Dental Public Health residency certificate from UCSF.


George has been at the helm of his own health care administration organization for nearly 20 years, currently as founder and President of McGregor & Associates. In addition to running the firm, he acts as General Manager of the California Schools VEBA trust (a labor-management trust with over 100,000 members) and as administrator of the SDCS-SDEA Joint Retiree Medical Benefits Trust.

As a respected advocate for improved quality in the health care system, George is frequently called upon for speaking engagements. He has addressed two sessions of the World Health Care Congress in Washington, D.C. and countless organizations such as the International Federation of Employee Benefit Plans (IFEBP),  California Public Employer-Employee Health Care Coalition (CPEEHCC), Managed Markets Summit, and Conference Board--Employee Health Care Conference.
